US, Japan, and South Korea Sign Memorandum on Small Modular Reactors to Boost Energy Security

Trilateral agreement highlights deepening cooperation on advanced nuclear technology amid global energy challenges and regional security concerns.

Secretary of State Marco Rubio joined Japanese Foreign Minister Motegi Toshimitsu and Republic of Korea Foreign Minister Cho Hyun Tuesday to sign a Memorandum of Cooperation on small modular reactor deployment. The agreement, negotiated on the sidelines of the NATO Summit, aims to push forward collaborative efforts on this exciting clean energy technology and to improve energy security throughout the Indo-Pacific region and beyond.

The signing ceremony is a sign of growing trilateral partnership among the three countries. Small modular reactors, or SMRs, are considered a more flexible, safer and cost-effective way to provide reliable power than traditional large-scale nuclear plants. Supporters say they can cut carbon emissions while helping to meet the world’s growing energy needs.

Secretary Rubio noted the initiative’s strategic importance. Energy security is one of the most important issues in the world today, as we’re reminded of even now with events happening in the Straits of Hormuz and in other places,” he said. “This memorandum of understanding between our three countries today allows us to move forward on joint work on small modular reactors, which is going to be in many ways the future of energy generation in a very safe, efficient way, cost-effective way that will make our economies stronger.”

Rubio also welcomed the continued engagement between Japan and South Korea, saying the trilateral forum was a platform for tangible results. “This is a concrete example of the kinds of things that we can do together, jointly, and the many more things that we’re going to be able to do together in the years to come,” he added.

Foreign Minister Motegi said he was pleased at the progress in trilateral cooperation. He noted recent work on supply chain resilience for critical minerals and on North Korean cyber threats, and described the SMR memorandum as a major new milestone.

Foreign Minister Cho congratulated the United States on its 250th anniversary and expressed his thanks to Secretary Rubio for his leadership. “I’m happy to be here today for this ceremony and I’m sure that this SMR is one of many areas where we can work together in tackling the challenges of the world,” said Cho.

The memorandum emphasizes cooperation on deployment of small modular reactors in third countries. It builds on existing trilateral ties that have grown stronger in recent years despite the historical tensions between Seoul and Tokyo. All three nations see advanced nuclear technology as vital to their energy independence and economic competitiveness.

Small modular reactors have many advantages. They can be manufactured in a factory and therefore deployed more quickly. They are better safety features and can be used in remote locations or smaller grids. The technology is becoming increasingly attractive to countries looking for reliable baseload power with low dependence on fossil fuels or intermittent renewables.

The announcement of the new deal comes amid heightened global energy worries, including supply disruptions and geopolitical issues related to traditional energy corridors. The United States, Japan and South Korea will combine their expertise and resources to drive next-generation nuclear innovation and support allies and partners, the U.S. Department of Energy said.

The signing in Ankara demonstrates that trilateral cooperation extends beyond traditional security issues to the economic and technological ones. Officials from all three countries said they were optimistic the memorandum would lead to other joint projects in the years to come.

“This trilateral SMR effort could be a model for broader international collaboration on advanced technologies, given the global pivot toward cleaner and more secure energy.” The deal underscores the United States and its major Indo-Pacific allies’ dedication to working together on shared challenges.
